SUMMARY:Public Hearing on the High Costs of Wrongful Convictions
DESCRIPTION:The hearing will stress the urgent need to reform the criminal justice system to prevent wrongful convictions. This hearing is the result of a BGA investigation with the Center on Wrongful Convictions that uncovered the high cost of wrongful convictions to taxpayers and the heavy human toll on those affected by wrongful convictions.  \nEighty-five cases of wrongful conviction have cost Illinois taxpayers $214 million since 1976\, the bulk of the expenses occurring in the last 20 years. In addition\, innocent men and women served a total of 926 years for crimes they did not commit. \nWe will be presenting testimony regarding the nature of our investigation\, our findings and our suggestions for reform.  Several wrongfully convicted witnesses will testify to their experiences. Community members will also have a chance to voice their concerns\, as will other advocates working on the issue. \nWe hope you’re able to attend the hearing– we feel it is vital to address this issue.

Expert panelists\, providing firsthand accounts of the impact of the impasse\, say the blame for Illinois’ fiscal problems can be shared by many\, but the solution rests on the shoulders of everyone. It also addressed if tax revenue generated by TIFs is being used for legitimate public works projects or as payback for political favors. \n A panel of five experts spoke before an audience of nearly 50 people to share their diverse perspectives.  On the panel: Greg Hinz\, columnist at Crain’s Chicago; Pavlyn Jankov\, research facilitator with the Chicago Teachers Union; Alexandra Holt\, budget director for the City of Chicago; Abe Scarr\, director at Illinois PIRG and Carlos Ramirez-Rosa\, alderman of the 35th Ward. \nThe discussion\, which was also streamed live online on CAN-TV\, was moderated by Alden Loury\, BGA senior policy analyst. \n The panelists opened the session with their overarching views of TIFs and then addressed a series of specific questions posed by the moderator.  The remaining portion of the forum was open to audience questions\, including those raised on Twitter and Facebook. \n\n\nPhotos from the event\n \n\nSpecial thanks to the Robert R. DESCRIPTION:Examining the Case for Redistricting Reform\n \n The principals in an ongoing battle about how Illinois should draw its political boundaries squared off in a lively 90-minute panel discussion hosted by the Better Government Association on Dec. 3rd at DePaul University’s downtown Chicago campus. \n	The BGA idea forum\, titled “Who Should Draw Illinois’ Political Map? Examining the Case for Redistricting Reform\,” provided assessments of the state’s current redistricting process\, where state lawmakers themselves draw legislative district boundaries\, and a proposed constitutional amendment\, offered by the group Independent Maps\, that would turn that function over to an independent commission. \n	Cindi Canary\, executive director of Independent Maps\, and Lori Lightfoot\, a partner with the law firm Mayer Brown\, which represents Independent Maps\, argued that there’s an inherent conflict of interest to have politicians draw the boundaries for their own districts. They said an independent commission would draw boundaries that better reflect actual communities rather than to protect incumbents or partisan interests. \n	Mike Kasper\, general counsel and treasurer for the Democratic Party of Illinois\, argued to maintain the status quo. He said lawmakers are accountable to the voters\, but an independent commission is accountable to no one. John T.
