DESCRIPTION:On Tuesday\, June 20th\, the BGA’s Springfield Advisory Board and the Citizens Club of Springfield hosted a panel discussion at the Sangamo Club in Springfield. Expert panelists\, providing firsthand accounts of the impact of the impasse\, say the blame for Illinois’ fiscal problems can be shared by many\, but the solution rests on the shoulders of everyone. The panelists spoke on the necessity of our leaders seeing the pain inflicted upon everyday people.  \nSome of the real impacts of the impasse include: \n\nHigh school graduates looking at colleges in other states because of lack of Illinois education funding.\nQualified healthcare professionals are looking for jobs outside Illinois.\nWomen and children relying on shelters are in danger of being forced onto the streets. \n\nThe panelists stressed these tangible consequences are only the beginning of Illinois’ problems if action is not taken by either lawmakers or the public. \nThe event aligned with the BGA Springfield Advisory Board’s second anniversary and sets the stage for the next Springfield event on September 27. \nThe event was broadcast live on WMAY 970-AM and 95.7-FM. \n\n \nSpecial thank you to the Robert R. DESCRIPTION:The Better Government Association explored the controversial economic development program of tax increment financing\, known as TIFs\, during a BGA Idea Forum held April 14 at the University of Illinois at Chicago. \nThe event was entitled “Tracking TIFs” and it showcased a discussion on TIFs’ impact on redeveloping communities\, property taxes and Chicago public schools. It also addressed if tax revenue generated by TIFs is being used for legitimate public works projects or as payback for political favors. \n A panel of five experts spoke before an audience of nearly 50 people to share their diverse perspectives.  On the panel: Greg Hinz\, columnist at Crain’s Chicago; Pavlyn Jankov\, research facilitator with the Chicago Teachers Union; Alexandra Holt\, budget director for the City of Chicago; Abe Scarr\, director at Illinois PIRG and Carlos Ramirez-Rosa\, alderman of the 35th Ward. \nThe discussion\, which was also streamed live online on CAN-TV\, was moderated by Alden Loury\, BGA senior policy analyst. \n The panelists opened the session with their overarching views of TIFs and then addressed a series of specific questions posed by the moderator.  The remaining portion of the forum was open to audience questions\, including those raised on Twitter and Facebook. \n\n\nPhotos from the event\n \n\nSpecial thanks to the Robert R. SUMMARY:BGA Idea Forum: Who Should Draw Illinois' Political Map?
DESCRIPTION:Examining the Case for Redistricting Reform\n \n The principals in an ongoing battle about how Illinois should draw its political boundaries squared off in a lively 90-minute panel discussion hosted by the Better Government Association on Dec. 3rd at DePaul University’s downtown Chicago campus. \n	The BGA idea forum\, titled “Who Should Draw Illinois’ Political Map? Examining the Case for Redistricting Reform\,” provided assessments of the state’s current redistricting process\, where state lawmakers themselves draw legislative district boundaries\, and a proposed constitutional amendment\, offered by the group Independent Maps\, that would turn that function over to an independent commission. \n	Cindi Canary\, executive director of Independent Maps\, and Lori Lightfoot\, a partner with the law firm Mayer Brown\, which represents Independent Maps\, argued that there’s an inherent conflict of interest to have politicians draw the boundaries for their own districts. They said an independent commission would draw boundaries that better reflect actual communities rather than to protect incumbents or partisan interests. \n	Mike Kasper\, general counsel and treasurer for the Democratic Party of Illinois\, argued to maintain the status quo. He said lawmakers are accountable to the voters\, but an independent commission is accountable to no one. John T. Hooker\, chairman of People’s Map\, a group opposing Independent Maps\, argued that an independent commission could have unintended consequences of diminishing the representation of racial minority groups. \n	At times\, the idea forum featured passionate outbursts and animated dialogue for which the redistricting reform issue has become known. \n\nPanelists \nCynthia Canary\n	Senior Adviser\, Committee for Economic Development\n	Executive Director\, Independent Maps \nJohn T.
