Only 13% of those cases resulted in arrests. Of that 13%\, the BGA found at least 66 cases involving kids as young as 13 involved in the crime. Almost all of the Chicago teens arrested for carjacking last year are Black and from underserved neighborhoods on the city’s South and West sides. Attempts to provide services to these young people who are in the system for carjacking have been made by some individual judges and youth advocates. But as the BGA found\, there are little to no formal services for young people who face more serious charges. Equity reporter Sidnee King will appear on Weekend Watch to talk on the need for more programming to engage young people involved in carjackings; programs that currently exist; the challenges with some of the programs meant to be a resource to young people & more solutions in the works/efforts from judges etc… to offer support to young people involved in these types of crimes.

He became the second Illinois juvenile to be sentenced to natural life without parole\, and served 28 years before his conviction was overturned in 2009. He has been employed by the Campaign to End the Death Penalty\, National Alliance Alliance Against Racist and Political Repression\, and for the past three years with Chicago Torture Justice Center. Mark advocates for people and communities impacted as the result of police violence\, the abolition of the death penalty and criminal justice reforms. \n\nAna Mercado \n Ana Mercado is the director of restorative justice at Alternatives\, Inc. She has been a restorative justice practitioner\, educator and youth organizer for more than 15 years. Investigative Reporter Madison Hopkins will discuss our follow-up from our April investigation we published with the Chicago Tribune that found Chicago city officials allowed dangerous conditions to go unfixed at dozens of buildings that later became the sites of fatal fires. \nInvestigative Reporters Madison Hopkins and Cecilia decided to look at what other cities have done to make their residents safer from fires and found nine things that could serve as potential solutions to many of Chicago’s problems.Talking points:\nMany of the strategies are pretty basic according to housing code experts we interviewed. For example\, half of the top 20 largest cities in the country require landlords to register or receive a license from the government. This gives city officials access to fundamental information like how many rental units are in a city and who owns them\, which allows them to make better decisions. Chicago used to require something like this but threw out the rule in 2017. \n\nOther steps cities have taken to strengthen their building code enforcement include: starting tenant advocate offices within the city government; offering tenants the ability to sue their landlords for repairs in a special speedy court; and inspecting all rental buildings on a routine basis rather than waiting for complaints to trigger inspections like we do in Chicago. \n\nNext steps: In response to our initial investigation\, Mayor Lori Lightfoot’s administration accepted no blame\, pointing out that most of the fires occurred under her predecessor. She also said her administration is working on reviving a long-abandoned list of chronically deficient landlords to be released to the public\, but we haven’t heard many more details on that yet. Meanwhile\, Ald. Villegas introduced a resolution last month calling for hearings on how the DOB responds to tenant complaints\, citing our investigation. We’re keeping an eye on that and any other moves for reforms.
