A Chicago police sergeant who shot and killed a teen on the South Side in late November killed another man while off-duty three years ago in a questionable shooting examined in detail by the Better Government Association.

Earlier this year, the BGA told the story in which Chicago Police Officer John Poulos in 2013 shot and killed Rickey Rozelle, a man apparently trying to break into a building in Old Town. 

No gun was recovered from Rozelle but the Independent Police Review Authority found Poulos did nothing wrong.

Now, Poulos is being sued by the family of 19-year-old Kajuan Raye, who was shot and killed last week in West Englewood. According to news reports, Poulos told investigators Raye turned and pointed a weapon at him twice but police have not found a gun in the Raye case either.
